Accessibility statement
How accessible Visit Neamț is (target WCAG 2.2 level AA), the limits we know of, and how to report a problem.
Last updated:
Neamț County Council wants Visit Neamț to be usable by all visitors, including people with visual, hearing, motor or cognitive disabilities. This statement applies to the main website, the museum pages and the web app.
Legal framework and standard
A public institution's website must meet Government Emergency Ordinance 112/2018 (which transposes Directive (EU) 2016/2102) and the European standard EN 301 549. Online ticket sales also fall, where it applies, under Law 232/2022 (Directive (EU) 2019/882, the European Accessibility Act, in force since 28 June 2025). We aim for WCAG 2.2 AA, which includes and goes beyond the EN 301 549 requirements.
Conformance status
The site is partially compliant with WCAG 2.2 AA. This is a self-assessment made on 8 October 2026 with automated and manual checks, not an external audit. [TODO-CJ: commission an independent accessibility audit and publish the result here]
What we have done
- The page language is marked (Romanian or English), and each language has its own URL.
- The first link on each page is "Skip to content"; navigation works with the keyboard, with a visible focus.
- Buttons and links have a touch target of at least 44 × 44 pixels.
- Colours have sufficient text contrast; text uses the Atkinson Hyperlegible Next font, designed for legibility.
- Animations respect the system "reduce motion" setting.
- Place images have alternative text with the place's name.
- Every place has a page with its address, hours and prices as text (where we have the data), without depending on the map.
Known limitations
- The interactive map cannot be fully used with only a keyboard or a screen reader. The accessible equivalent is the places list, with the same places, addresses and directions, and each place's own page.
- Some photos have a general alternative text (the place's name), not a detailed description.
- We have not yet checked the accessibility of generated PDFs (tickets and labels); the ticket's QR code is accompanied by the order code as text.
- Content supplied by museums, organisers and other partners (texts, images, documents) may not meet every criterion.
- The ticket scanning console (staff only) and the admin panel are not part of the public site and have not been assessed.
- External sites we link to have their own accessibility.
Report a problem or ask for another format
If you cannot use a page, or need information in another format (plain text, an accessible document, a phone call), write to cons.judetean@cjneamt.ro or call +40 233 21 28 90. Tell us the page address, what went wrong and what technology you use. [TODO-CJ: accessibility contact person and response time]
If you are not satisfied with the answer
You can complain to the Authority for the Digitalisation of Romania (adr.gov.ro), which monitors the accessibility of public-sector websites. For ticket sales as a consumer service you can contact the National Authority for Consumer Protection (anpc.ro). [TODO-CJ: confirm the competent authorities and current contact details]
